Yes, and no. Just about all of the water is removed; and the high salt and fat content make them hostile to microbes.

There's also some interesting science with stuff like MREs, where I have significant water content but it has somehow been made non-bio-available to smaller organisms.

Most plain potato chips are like that, not sure how they last but they do.
